Media framing of sexual violence cases signigicantly influences public perception, emotional response, and the direction of policy development. This qualitative study examines how two prominent Indonesian online news portals, Detik.com and Liputan6.com, frame the sexual violence case that occurred at the Darussalam An’Nur Orphanage in Tangerang. Utilizing Pan and Kosicki’s framing analysis model, this research reveals key differences in new narratives. Detik.com tends to frame the issue through a structural-systemic lens, emphasizing the failure of state institutions, lack of regulatory oversight, and the urgent need for child protection policy reform. In contrast, Liputan6.com adopts a more individualistic frame by focusing on the perpetrator’s psychological motives and criminal behavior. These contrasting frames results in different public reactions, either calling for structural change or focusing on individual punishment. The study highlights the critical role of balanced journalism that incorporates both systemic and individual dimensions in case of child sexual abuse, ensuring informed public discourse and more sustainable, victim-centered policy outcomes.
