Penggunaan Aplikasi Sistem Informasi Kearsipan Dinamis dalam Perspektif Teori Difusi Inovasi di Lingkungan Mahkamah Konstitusi

Abstract

Digital transformation in records management is a growing necessity in modern bureaucracy, particularly within the Constitutional Court of Indonesia, which handles a large volume of documents and requires high levels of efficiency and information accuracy. To meet this need, the Dynamic Records Management System (SIKD) has been implemented. However, disparities remain in its adoption across different units. This study aims to analyze the use of SIKD through the lens of Rogers’ Diffusion of Innovation Theory, focusing on five key innovation characteristics: relative advantage, compatibility, complexity, trialability, and observability. A qualitative case study approach was employed, using in-depth interviews, direct observation, and document analysis with four informants directly involved in the implementation of the system. Data were analyzed thematically through data reduction, presentation, and conclusion drawing. The findings reveal that the adoption of SIKD is influenced by its relative advantage in improving document retrieval efficiency, a lack of compatibility across work units, perceived complexity among users unfamiliar with digital systems, limited opportunities for pilot testing, and observable benefits mainly in units that actively utilize the system. Major barriers include inadequate technical training, user resistance, and infrastructural constraints such as unstable internet connections, insufficient hardware, and limited server capacity. Therefore, to ensure wider and more effective adoption of SIKD in dynamic records management, it is essential to strengthen infrastructure, enhance organizational support, and implement clear internal policies that promote digital transformation.
