The role of secretaries in faith based non profit organizations faces unique challenges due to the duality of leadership roles and external transportation volatility. This research aims to analyze the root causes of business travel management inefficiency and formulate optimization strategies using the Plan-Do-Check-Act cycle integrated with the Eisenhower Matrix and the RACI framework. The research methodology employed is descriptive qualitative with a case study approach at a faith based non profit financial institution. Data were collected through participant observation for three months and in depth interviews, which were subsequently analyzed using fishbone diagrams and the criteria matrix technique. Research findings indicate that administrative inefficiency stems from unorganized workloads and a lack of adaptive mitigation procedures for airline schedule changes. The results demonstrate that the implementation of priority based standard operating procedures can strengthen work system adaptability and clarify cross unit coordination accountability in systematically mitigating schedule disruptions. This study offers novelty through the integration of PDCA with the Eisenhower Matrix and RACI within the context of faith based non profit organizations. The limitations of this single case study open opportunities for comparative research and quantitative testing in the future. This research provides practical contributions to strengthening administrative governance through continuous process improvement.
